Box 806 <br /> Sacramento, CA 95812-0806 <br /> Notification <br /> Activated Carbon Treatment Unit Closure <br /> Tesoro Refining, Marketing & Supply Company <br /> Stockton California <br /> Dear Mr. Horner: <br /> This letter serves as notification to the Department of Toxic Substances Control (DTSC) that <br /> Tesoro Refining, Marketing & Supply Company (Tesoro) has ceased operation and has fully <br /> closed its Conditionally Authorized Activated Carbon Treatment Unit at our facility located at <br /> 3003 Navy Drive, Stockton, California (EPA ID#: CAT000618637). The activated carbon unit <br /> consisted of a single 1000-pound liquid phase carbon vessel. The DTSC acknowledged and <br /> accepted our notification (Form 1772) for operating the unit in a letter dated January 27, 1995. <br /> In order to implement our closure plan and comply with California Department of Transportation <br /> (DOT) regulations for hazardous waste transportation, the spent carbon was recontainerized into <br /> 55-gallon drums. The drums were properly labeled in accordance with DTSC and DOT <br /> regulations. Erickson, Inc., transported the drums of spent carbon along with the empty canister <br /> to a treatment, storage and disposal facility (Cameron-Yakima Inc., in Yakima, Washington) for <br /> regeneration. A copy of the completed Uniform Hazardous Waste Manifest is attached. <br /> The empty canister has been filled with re-generated activated carbon and shipped to an out-of- <br /> state Tesoro facility for future beneficial use. In the future, wastewater generated at the Stockton <br /> bulk terminal facility will be removed directly from our oil-water separator and sent off-site for <br /> Tesoro Refining Marketing&Supply Company,320 S.W.Stark, Suite 511,Portland,Oregon 97204 (503)242-0244 Fax(503)242-0252 <br />
