It is administratively complete, but has not <br /> been reviewed for technical adequacy. A technical review will <br /> be conducted when an inspection is performed. At any time you <br /> may be inspected and will be subject to penalty if violations <br /> of laws or regulations are found. <br /> These units are hereby authorized pursuant to California <br /> law. YOUR AUTHORIZATION TO OPERATE CONTINUES UNTIL YOU NOTIFY <br /> DISC THAT YOU HAVE STOPPED TREATING WASTE AND HAVE FULLY <br /> CLOSED THE UNIT(S) . <br /> The Onsite Treatment Program will be undergoing a number <br /> of changes in 1997. The state Senate established the Certified <br /> Unified Program Agency (CUPA) to consolidate six programs, <br /> including onsite treaters, at the local agency. Some important <br /> changes to the onsite treatment program are: <br /> o CUPAs will be immediately responsible for inspections and <br /> enforcement, complaint response, closure oversight and <br /> industry assistance. <br /> o DISC will handle all notification processing and most <br /> corrective action oversight, at least through 1997, and <br /> Financial Assurance reviews until further notice. <br /> o If your CUPA was certified and effective on or before <br /> January 1, 1997 you do not pay Tiered Permitting fees to the <br /> state, but will be subject to local fees and may be billed <br /> by your CUPA.
