Boyd Stevens discussed
the project with me and assisted in drafting this letter. As was discussed, this waste
would be exempt from any PBR permitting requirements because it is a food
processing caustic waste discharge generated from our tomato peeling operation.
The plans Boyd Stevens discussed with you included the handling of a washer waste
stream in which the pH will be adjusted to meet the Lodi City Industrial Waste
Discharge requirement. In addition, a processing system will be installed to clean
and concentrate the overflow solution for reuse. This cleaning system includes
a filtration and concentration system. The waste effluent of the filtration system will
be combined with the above described washer waste stream for pH adjustment and
discharge. The filtration and evaporation system will be part of the ongoing tomato
caustic peeling operation, which would exempt this process from the permitting
requirements.
The process involves the installation of a double containment for 25% hydrochloric
acid and a 10-ton tank to handle carbon dioxide gas. These materials will be used
to adjust the pH of the waste stream.
