Boz 439, Lodi,CA 95241-0439
tel: (209)334-6263,fax: (209)334-2610
E-mail:jellis@lustrecal.com
MEMORANDUM
TO: Public Health Services
304 East Weber Ave., 31 Floor
Stockton, CA 95202
Att Letitia Brigg cs
FROM: Jim Ellis -
DATE: 14 July 2000
C.C. file `
SUBJECT: Inspection Violations 6-20-2000
Reply to items covered in "Unified Program Hazardous Waste Inspection Report" dated
6-20-00.
ITEM #10
STATEMENT: "Lustre-Cal failed to determine if the solvent waste (PF) is
hazardous going into the phase separation tank."
REPLY: The PF in the "phase separation tanks" is good feed chemical for
our stripping process and is in the process where waste is being generated. The waste
that is generated from this process has been profiled and is shown on waste profile #
E000E-C18363, attached, and is and has been removed from the facility by manifest
since its beginning shown on manifest 92421804 dated 2 June 1993 and as late as
manifest 20065446 dated 19 June 2000.
ITEM # 12
STATEMENT: "No secondary containment provided for etchant room spills go to
POTW."
REPLY: On 13 December 1994 the facility was inspected by DTSC and it
was suggested that we modify the etch room drainage and provide an "emergency
containment system". This was discussed and the present system was determined to
satisfy the need. The system that was installed allowed the operator to isolate all
drainage or leakage from entering the POTW by closing one air valve. This valve
controlled the drain isolation, fresh water input valve and the air supply to the acid
injection pump. This valve was to be operated when an operator was not present in the
etch room. This included weekends and days off.
As per our discussion the previously approved system would not protect against a minor
leak during operating hours.
1
Lustre-Cal Nameplate
07/14/00
