(Western Spray) has contracted AQC Environmental Engineers
(AQC) to interface with your Agency. Western Spray has a filter press that is used to de-water
sludge that is generated when spent rinse water is treated (chemical precipitation of metals) prior
to discharge to the POTW. A CAM-17 analysis was conducted on the sludge. It revealed that
the sludge is "Hazardous" because it has a zinc concentration of 440 mg/l. As you are aware, the
STLC for zinc and/or zinc compounds is 250 mg/l. Thus Western Spray would like obtain a
Conditionally Authorized Unit Tiered Permit for the operation of their filter press.
All correspondences regarding this project should be directed to me. In addition, would you
please forward to me the Phase I Environmental Site Assessment requirements/checklist as well as
the Financial Assurance documentation. If there should be any questions regarding this submittal,
please contact me at(714) 379-8888.
Regards,
AQC Environmental Engineers
4
David Clock, Jr.
Sr. Environmental Engineer
attach: Conditionally Authorized-Unit Specific Notification
Process Flow Diagram
Laboratory analysis of sludge,pre-filter press
CC/ Henry Briones,Western Spray Painting,Inc.
Mark Singleton,Western Spray Painting,Inc.
