Conditions for 5-3125-6-1 (continued) Page 2 of 2
9. The carbon canisters removed from the system shall be sealed vapor tight. [District Rule 22011
10. Either the VOC control efficiency shall not be less than 98%, or the total VOC emission rate shall not exceed 2 pounds
in any one day. [District Rule 2201]
11. The total VOC emissions from the operation shall not exceed 7.6 pounds in any one day. [District Rule 22011
12. Neither the ventilation rate nor the effluent gas flow rate shall exceed 2,000 scfm. [District Rule 220 11
13, The VOC concentration of the effluent gas from the carbon canisters shall not exceed 10 ppmv. [District Rule 2201]
14. The H2S concentration of the effluent gas from the carbon canisters shall not exceed 5 ppmv. [District Rule 4102]
15. Initial VOC concentration and flow rate measurements shall be taken at each new location to determine the appropriate
size of carbon canister to he used. [District Rule 2201]
16. The minimum weight of the primary carbon canister(s) shall be determined using the following equation: Minimum
Carbon Weight [lb] _(Influent Contaminant Concentration [ppmv] x 10^-6)x(Influent Flow Rate [ft3/min])x(1 lb-
mole/385.4 ft3)x(Contaminant Mol. Wt. [Ib/lb-mole])x(1440 min/day)x (4.9 lb-Carbon/lb-Contaminant) [District
Rule 2201]
17. The minimum weight the final carbon canister shall be 225 Ib. [District Rule 2201]
18. The exhaust stack shall vent vertically upward. The vertical exhaust flow shall not be impeded by a rain cap, roof
overhang, or any other obstruction. [District Rule 2201]
19. Sampling ports adequate for extraction of grab samples, measurement of gas flow rate, and use of an FID, PID,or
other District-approved VOC detection device shall be provided for both the influent and the effluent gas streams.
[District Rule 1081]
20. Sampling ports adequate for use of a Draeger tube or other District-approved H2S detection device shall be provided
for the effluent gas stream. [District Rule 1081]
21. Ongoing compliance with VOC emission rate and control efficiency requirements shall be demonstrated by sampling
both the influent and the effluent gas streams with an FID, PID, or other District-approved VOC detection device.
[District Rule 1081]
22. Compliance with VOC and 112S concentration limits shall be demonstrated by sampling the effluent gas stream at least
once per day, excluding days when no liquid transfer occurs into the equipment vented to this system. [District Rule
1081 and 2201]
23. Measurements to determine the pH of scrubbing liquid, the influent and the effluent gas flow rates shall be taken at the
initial inspection. Flow rate calculations and calculations of minimum carbon canister size shall be submitted to the
District within 30 days of initial inspection. [District Rules 108 land 22011
24. The maximum pH of sulfuric acid scrubbing solution in the covered vessels shall not exceed 4.0. [District Rule 2201]
25. The minimum pH of caustic soda scrubbing solution in the covered vessels shall not be less than 10.0. [District Rule
2201]
26. Permittee shall sample the pH of the scrubbing liquid at least once per day and record the pH and identity of scrubbing
solution, excluding days when no liquid transfer occurs into the equipment vented to this system . [District Rules 1081
and 2201]
27. The pH of the scrubbing solution shall be measured using a pH meter. The pH meter shall be calibrated at least once
per month, and more often if necessary, to ensure the accuracy of the meter readings. [District Rule 22011
28. Records of the date, location, running time, measured influent, intermediary, and effluent VOC concentration,
measured H2S concentration, type of vessel controlled by the scrubbing vessels and carbon canisters, scrubber solution
used, scrubbing vessel pH, and calculations of minimum carbon canister size shall be maintained. [District Rule 2201]
29. All records shall be retained for a minimum of five years, and shall be made available for District inspection upon
request.
