Based on the types of violations observed,the facility employees are not trained on proper hazardous waste(HW) handling or the training provided has been inadequate. 1.A bag labeled as Hazardous Waste and marked with a date of 5-9-19, and containing used paper towels was found at register 4 at the front of the store(IMG 6569-70). Adrienne Church, Store Manager,was not sure what the paper towels were used for, but guessed they were used with a cleaning product to clean the facility.Adrienne placed the bag of paper towels into a Corrosive Bases(CB)HW tote, based on the Products To Be Treated as Hazardous Waste guide(Guide), posted by the HW storage area, stating that all purpose cleaners without bleach are to be placed in a CB HW tote. 2.The following items were found on a sales rack labeled Reduced Merchandise(IMG 6571-81): a.A partially filled bottle of White Rain Shampoo, marked with a reduced price of 25 cents.Adrienne did not know what happened to the liquid shampoo that was missing from the container. b.A Hazardous Waste bag containing a leaky partially filled bottle of Alberto V05 3-in-1 shampoo conditioner body wash, marked with a reduced price of 50 cents.When Adrienne scanned the item, the hand-held scanner stated the item was not hazardous. However, according to the pre-printed HW label on the State-Regulated, Toxics, Electronics, OTC Pharmaceuticals, Universal Waste(STOU)HW tote, soaps and shampoos are listed as contents of the STOU category. Adrienne added absorbent to the bag to absorb the leaked liquid, marked the bag with STOU, and placed the bagged item into an STOU HW tote. 3.The following items were found in an STOU HW tote(IMG 6579,6582-6594): c. A bottle of Tile Plus Foaming Bathroom Cleaner with Bleach was found in an STOU HW tote. The hand-held scanner stated the cleaner should be placed in an STOU HW tote. However,according to the Dollar Tree Potentially Hazardous Material Management poster(Poster), posted by the HW storage area, items containing bleach are classified as Oxidizers.Adrienne placed the bottle of cleaner with bleach into an Oxidizer(OX)HW tote at the time of inspection. d. A 16.9 oz bottle of Fabuloso cleaner,which appeared empty,was found in an STOU HW tote.According to Adrienne, empty containers that once held hazardous materials are managed as HW.The hand held scanner stated the Fabuloso should be placed in an STOU HW tote, however according to the Guide, Fabuloso is classified as a Corrosive Base(CB).Adrienne placed the Fabuloso cleaner bottle into a CB HW tote at the time of inspection. 4.The following items were found in an STOU HW tote(IMG 6596-6599): a.A seemingly empty 20 oz. container of Ajax cleaning powder containing bleach. The outside of the container and the inside of the bag that held the container appeared contaminated with the cleaning powder.The hand held scanner stated the Ajax should be placed in an STOU HW tote, however according to the Guide and Poster,Ajax bleach cleaning powder is classified as an OX and should be placed in an OX HW tote.Adrienne placed the Ajax container into an OX HW tote. 5. The following items were found not properly labeled and in an open container sitting on top of a stack of cardboard boxes in the store's back storage area(IMG 6613-6636): a.A Hazardous waste bag containing GS Neutral Cleaner Concentrate packets.Adrienne was unable to scan the cleaner packets since the item is not an item sold by the store, but rather is ordered by Dollar Tree to clean the store's floors.Adrienne placed the cleaner packets into a CB HW tote based on the Guide stating that floor cleaners (retail and store supply)are to be placed in an CB HW tote.
