The response is acceptable. <br /> 14 CCR 17695- General (17731) <br /> The correction of this violation for spilling oil on the ground <br /> was verified in the 8/31/90 inspection report from Mr . Jerry <br /> Wickes, the Local Enforcement Agency (LEA) representative. The <br /> use of containers with handles and a new double-lined barrel <br /> should solve the problem of spilled oil. The response is <br /> acceptable. <br /> 14 CCR 17704- Leachate Control <br /> The results of a Solid Waste Assessment Test (SWAT) at the Austin <br /> Road Landfill show significant water quality impact to the <br /> groundwater . Volatile organic compounds (VOCs) were found in <br /> downgradient monitoring wells. Waste Discharge Requirements <br /> (WDR) Order No. 90-122 sets a time schedule for the completion of <br /> verification monitoring and corrective action measures for ground <br /> water cleanup. <br /> Pacific Energy operates a methane gas recovery system under <br /> contract with the City of Stockton. Methane is used in a power <br /> plant to generate electricity. Condensate from the system is <br /> returned to Austin Road Landfill by way of a leach line placed at <br /> the upper trash/fill interface. In light of SWAT results and <br /> corrective actions outlined in the WDR, Board staff recommend <br /> that this practice be discontinued immediately. <br /> On October 12, 1990, the Board received correspondence from Mr . <br /> Terence Hee of Pacific Energy noting that the California Regional <br /> Water Quality Control Board (RWQCB) , WDR Order No. 88-208 permits <br /> condensate to be returned to the same landfill from which the gas <br /> came. Mr . Hee continued to point out that there is considerable <br /> variance in the comparisons of "fingerprints" from the gas <br /> condensate and the VOCs that were found in the downgradient <br /> ground water of the landfill. Board staff does not take issue <br /> with the variance in "fingerprints" but rather has concerns with <br /> the return of liquid on top of waste that' might exacerbate the <br /> ground water contamination problems of Austin Road Landfill . <br /> Although the Solid Waste Facilities Permit (SWFP) dated 2/1/83 <br /> allows for the discharge of liquids/slurries and sewage <br /> sludge/septic tank pumpings at the facility, Board staff urge <br /> discontinuing the practice of returning condensate from the <br /> methane gas recovery system, or any liquid, to the landfill. <br /> Continuing this practice may increase leachate .production and <br /> lead to further degradation of groundwater. <br />
