adequacy of the lighting system. Additional lights will be added
if the L.E.A. deems them necessary. I have also attached
photographs which show the adequacy of lighting at the landfill.
Concern 17706: Dust Control: When the inspector observed
the situation, the landfill was closed and in the midst of our
covering operation. Dust was coming from the unloading of dirt
from scrapers. During our operating hours, we have a 2000 gallon
water tank which adequately keeps the roads from becoming dusty.
Concern 17708: Drainage and Erosion Control: I have never
observed water flowing into Little John Creek, but I will
continue to monitor the situation in the rainy season as I have
in the past to make sure this does not occur.
Concern 17696: Operating Site Maintenance: I have already
inspected the methane gas recovery field and repaired all the
small cracks in the field that the L.E.A. and I have observed. I
will continue to monitor this situation on my weekly site
inspections.
Since the State Inspection, this landfill has been inspected
by the L.E.A. on August 31, 1990 and on September 19, 1990. All
items indicated above have either been corrected or are in the
process of being corrected at this time. No violations were
cited by the L.E.A. (there is a copy attached) .
Phil Giambastiani, Operator, City of Stockton,
Austin Road Landfill
Date:
CC: Stephen Chen, Deputy Public Works Director/ Streets
Jerry Wickes, L.E.A.
Leandro Ramos, Waste Management Specialist
Pacific Energy: Alex Roqueta, Managing Production Field
Operations
