` 9 <br /> Austin Road Landfill <br /> Page 3 of 6 <br /> 3RD INSPECTION (November 17-18, 1987) <br /> VIOLATIONS: <br /> 14 CCR 17682 - Cover <br /> 14 CCR 17710 - Grading of Fill Surfaces <br /> INDETERMINATE: <br /> 17704 - Leachate Control <br /> The site was not re-inspected by Board staff after this inspection <br /> cycle because there were only two violations fc•:rd. However , San <br /> Joaquin County Environmental Health (LEA) continued monitoring the <br /> site for compliance with State Minimum Standards. <br /> RESULTS <br /> During this inspection, the facility was evaluated for compliance <br /> with applicable sections of Public Resources Code (PRC) , Division <br /> 30 and Title 14, California Code of Regulations (CCR) , Chapter 3 <br /> (State Minimum Standards) and Chapter 5 (Enforcement of Solid Waste <br /> Standards and Administration of Solid Waste Facilities Permits) . <br /> The results of this inspection are as follows: <br /> VIOLATIONS <br /> 30 PRC 44004 - Permit Violation <br /> The Solid Waste Facilities Permit (SWFP) issued on February 1, <br /> 1983, states that this facility receives 280 tons of wastes per <br /> day. However , the 1977 Report of Disposal Site Information (RDSI ) <br /> 0 states that the facility receives 605,796 cubic yards of wastes per <br /> y p y (based on a conversion factor of 440 <br /> � year or 512 tons per da <br /> rte° pounds per cubic yard and five day operating week) . After several <br /> discussions between the San Joaquin County Environmental Health <br /> (LEA) staff and the Board Permit staff, it was agreed that the <br /> operator can receive up to 512 tons per day ..rider a modified SWFP. <br /> During this inspection, I reviewed the weight volume records at the <br /> trailer 's office on site. Based on these records, there were days <br /> this facility accepted over 512 tons per day ( i .e: 545 tons, 539 <br /> tons etc. ) . This facility is also accepting infectious wastes <br /> which was not specified in the 1983 SWFP. The estimated site life <br /> has also changed. It was indicated in the 1983 SWFP that the <br /> estimated site life for this facility was six years. However , the <br /> site is still in operation with current plans to close by 1.995 . <br /> Because of these changes, the SWFP will have to be revised to <br /> reflect the current operation of the site including the revised <br /> Wast Management Specialist <br />
