(2) Posting of notice by the Lead Agency on and off <br /> site in the area where the project is to be located. <br /> (3) Direct mailing to owners of property contiguous to <br /> the proj ect as such owners are shown on the latest <br /> equalized assessment roll. <br /> (b) The alternatives for providing notice specified in <br /> subsection (a) shall not preclude a Lead Agency from pro- <br /> viding additional notice by other means if the agency so <br /> desires, nor shall the requirements of this section pre- <br /> "' elude a Lead Agency from providing the public notice at the <br /> same time and in the same manner as public notice required <br /> by any other laws for the project. <br /> Note: <br /> Authority cited: Sections 21083 and 21087, Public <br /> Resources Code; Reference: Section 21092, Public Resources <br /> Code; Section 6061, Government Code. Formerly Section <br /> 15083(d). <br /> Discussion: <br /> Section 15072 prescribes the notice requirements for a <br /> Negative Declaration. Although most of these requirements <br /> are contained in Section 21092 of the statute, the <br /> Guidelines provide additional explanation and <br /> interpretation. In the interest of clarity, the require- <br /> ments are combined in one place. Subsection (a)(1) <br /> explains what is required by the cross-reference in Section <br /> 21092 to Section 6061 of the Government Code. Section 6061 <br /> requires publication of a notice at least one time in a <br /> newspaper of general circulation. <br /> Public Review 15073. <br /> of a Negative (a) The Lead Agency shall provide a public review period <br /> Declaration for a proposed Negative Declaration. The noticed public <br /> review period shall be long enough to provide members of <br /> the public with sufficient time to respond to the proposed <br /> finding before the Negative Declaration is approved. <br /> (b) A copy of the notice with the proposed Negative Decla- <br /> ration shall be sent to every Responsible Agency and <br /> Trustee Agency concerned with the project and every other <br /> public agency with jurisdiction by law over resources <br /> affected by the project. <br /> (c) Where one or more state agencies will be a Responsible <br /> Agency or a Trustee Agency or will exercise jurisdiction by <br /> law over natural resources affected by the project, the <br /> E Lead Agency shall send copies of the Negative Declaration <br /> to the State Clearinghouse for distribution to the state <br /> agencies. <br /> (d) When a Negative Declaration is submitted to the State <br /> Clearinghouse for review by state agencies, the public <br /> 98 <br />
