CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGICI <br />ORDER NO. <br />WASTE DISCHARGE REQUIREMENTS <br />FOR <br />PACIFIC ENERGY STOCKTON GENERATING SITE <br />PACIFIC ENERGY AND THE CITY OF STOCKTON <br />SAN JOAQUIN COUNTY <br />The California Regional Water Quality Control Board, Central Valley Region, (here- <br />after Board) finds that: <br />1. Pacific Lighting Energy Systems submitted a Report of Waste Discharge, <br />dated 16 August 1986. Pacific Lighting Energy Systems, in a*letter dated 12 <br />September 1988, notified the Board that their name had been changed to <br />Pacific Energy,, effective 1 January 1988. The property is owned by the City <br />of Stockton. Pacific Energy and the City of Stockton are hereafter jointly <br />referred to as Discharger. <br />2. The Board, on 16 December 1977, adopted Order No. 77-288 which prescribed <br />requirements for the Austin Road Class 11-2 solid waste disposal site <br />operated by the City of Stockton. <br />3. Pacific Energy will operate a landfill gas recovery system at the Austin Road <br />solid waste disposal site under contract with the City of,'Stockton. The gas <br />is used to power an electrical generation plant at the northwest corner of <br />the site (Attachment A). This plant receives gas from a series of collection <br />wells distributed across the landfill. Condensate from this gas collection <br />network will be intercepted at several condensate traps within the collection <br />network. Condensate enters the traps and then infiltrates the landfill. In <br />addition to these traps an average of 100 gallons per day (design flow of 200 <br />gallons per day) of condensate collects at the plant. This fluid, called <br />return condensate, will be returned to the landfill at three or more points. <br />4. Under Section 2511(e) of Title 23, California Administrative'Code (CAC), <br />discharges of condensate from methane gas recovery operations to the landfill <br />are exempt from the requirements of Subchapter 15, Chapter 3, Title 23 of the <br />CAC- if the following conditions are met: <br />a. Condensate shall have no 'chemical additives which could adversely affect <br />containment features, and shall consist of water only and liquid cont &ni- <br />nants.removed from gas recovered at a waste manage);iant unit. <br />b. Condensate shall be discharged to a different landfill waste management <br />unit with a leachate collection and removal systcm operated under waste <br />discharge requirerments issued by the Regional Board, or returned to the <br />waste mananeinent unit(s) from which it came. <br />c. The Discharger shall submit a Report of Waste Discharge to the Regional <br />Board pursuant to Subchapter 9 of Chapter 3; and shall d i scharge <br />condensate only in compliance with waste dischdrge requt,',rel, ein t S <br />
