We have <br />responded to LEA by letter, as well as discussions with <br />Alan Biedermann, San Joaquin County Environmental Health <br />and Jesse Adams of CWMB staff. <br />Our letter of February 24 to the LEA speaks to our concerns <br />regarding Section 17636 of the code as to the disposition <br />of the conversion of cubic yards to tonnage in the 1983 <br />permit. Essentially the 1977 permit acknowledged the <br />City's current annual waste receipt at 605,800 cubic yards, <br />with a projection to 1987 of 814,100 c.y. Based upon the <br />City's own study (enclosed) in 1982, the average unit <br />weight/c.y. of 440 lbs. would net a daily tonnage of 505 in <br />1977 and 678 in 1982. The 1983 permit was actually set, <br />somehow, at 280 tons/day. <br />It appears there is some <br />error or oversight in the <br />due to economic hardship <br />t <br />difficulty in correcting this <br />1983 permit; therefore, the City, <br />in making compliance, requests a <br />"STOCKTON...CALIFORNIA'S SUNRISE SEAPORT" <br />11 <br />
