e WASTE DISCHARGE REQUIREMENTS PACIFIC LIGHTING ENERGY SYSTEMS AND THE CITY OF STOCKTON SAN JOAQUIN COUNTY 12. The Board has reviewed the Negative Declaration and concurs there are no significant effects on water quality. 13. The Board has notified the Discharger and interested agencies and persons of its intent to prescribe waste discharge requirements for this discharge. 14. The Board, in a public meeting, heard and considered all comments pertaining to the discharge. IT IS HEREBY ORDERED that Pacific Lighting Energy Systems and the City of Stockton, in order to meet the provisions contained in Division 7 of the Cali- fornia Water Code and regulations adopted thereunder, shall comply__ with the following: A Discharge Prohibitions: 1. The direct discharge of condensates to surface waters or surface water drainage courses is prohibited. 2. Disposal of condensate that creates any condition which does or could impair the effectiveness of the containment structures or features at the City of Stockton Austin Road Landfill is prohibited. B. Discharge Specifications: 1. Neither the treatment nor the discharge shall cause a pollution or nui- sance as defined by the California Water Code, Section 13050. 2. Return condensate shall be returned to the City of Stockton Austin Road Landfill through at least three points. 3. Condensate traps receiving return condensate shall conform to the specifi- cations detailed in the November 1984 Recovery System Details Blueprint for the Austin Road Landfill. C. Provisions: 1. The Discharger shall submit technical reports as directed by the Executive Officer. 2. The Discharger shall comply with the attached Monitoring and Reporting Program No. 87-006. 3. The Discharger shall comply with the Standard Provisions and Reporting Requirements, dated 1 September 1985, which are a part of this Order.
