11 <br />Mr. Ron Valinot <br />February 24, 19 <br />The February 1983 permit indicated that the site was receiving <br />280 tons per day when actually about 500 to 600 tons are being <br />received, and have since 1977. It appears that a mistake was <br />made in the application for the 1983 facility permit since <br />records indicate that 605,800 cubic yards of waste per year were <br />received in 1977 and that 814,100 cubic yards were projected for <br />1987. Stockton proposes to comply with the operational concerns <br />outlined below and address the mistaken volume in the 5 -year <br />facility review and permit, as a separate item. <br />We have advised our contract operator that he is out of <br />compliance and have given him specific written directions that <br />spreading and compacting is a continuous requirement and that it <br />unust be done in two -foot layers. We have asked our operator foif, <br />written acknowledgment as to his plan of action to comply with <br />this task, including arrangement for the guarantee of backup <br />equipment in case of breakdowns. <br />We have advised our operator that he is to operate with working <br />faces that are manageable, rather than have open working faces <br />beyond his ability to compact or cover. His specific directions <br />are for full compliance and we have asked for written <br />acknowledgment within 5 days, of his specific methods of <br />accomplishment of this compliance. <br />This is an integral part of Section 17678 for the successful <br />operation of a landfill. Six-inch daily cover and final cover <br />(not closure) has been done but it has been allowed to fall out <br />of compliance due to inconvenience of cover supply and lack of a <br />managed operation. Our direction to our operator is to provide a <br />narrative letter telling us of his plan for acquiring an adequate <br />and manageable supply of cover material, not only for the near <br />future but also a plan and work strategy for next winter's <br />operation. This report is to be submitted within 30 days of <br />receipt of a copy of this letter. <br />Your additional notes indicating the need for signs, "no <br />hazardous wastes accepted" will be installed within two weeks. <br />
