The method you propose to use is
approved for determining your calendar year 1989 disposals. Approval of
the method beyond this initial year is subject to another review after
the Board considers adopting regulatory reporting requirements for the
fee. You will be notified if your proposed method is not acceptable for
use beyond the 1989 calendar year.
If the method you use involves conversion factors, you are hereby
notified that approval of your method does not constitute approval of the
conversion factors you may use. This is due to the wide variation in
conversion factors proposed to us by industry. While we do recognize
that different waste streams have different conversion factors, the
conversion factors you use will be subject to being tested for
reasonableness by our audit staff. For this reason, it is vital that you
maintain solid support for the factors used. Any significant variation
in the fees due caused by the use of an erroneous conversion rate or by
errors in utilizing the approved method may be adjusted by the audit.
