Phase three includes a proposed boring or leachate well to determine <br /> whether leachate is present within the refuse. The fact that at <br /> least the first ground water zone has been impacted by the landfill <br /> indicates that there is leachate migrating from the refuse. Also, <br /> the gas collection system discharges liquid wastes to the landfill. <br /> The use of leachate control as a remedial measure should be addressed <br /> in the corrective action plan as it does not apply to the <br /> determination of the vertical and horizontal extenT of contamination. <br /> Please submit your responses to the above comments by 21 July 1989. The <br /> responses should include any information requested in the above comments. The <br /> responses will be considered an addendum to the SWAT report and/or verification <br /> monitoring plan. During the course of the investigation, especially during phase <br /> three, it is possible that changes in the plan will be made on a day-to-day <br /> basis, based on information obtained during the Hydropunch sampling.
