WASTE DISCHARGE REQU1'KEMENTS -3- <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL <br /> CLASS III LANDFILLS <br /> SAN JOAQUIN COUNTY <br /> 17. The Discharger has implemented a periodic load checking program which <br /> consists of daily random checks of incoming loads. Upon selection of a <br /> random load for inspection, information such as date, time, source of <br /> waste, etc, will be recorded. Also, signs, pre-notification programs, and <br /> procedures for handling identified 'hazardous wastes ' have been developed. <br /> CEQA CONSIDERATIONS AND OTHER LEGAL REFERENCES <br /> 18. The action to revise the WDRs for this landfill i s exempt from the <br /> provisions of the California Environmental Quality Act (Public Resources <br /> Code Section 21000, et seq. ) , in accordance with Title 14, CCR, Section <br /> 15301. <br /> 19. The Water Quality Control Plan for the Sacramento River, Sacramento-San <br /> Joaquin Delta, and San Joaquin River Basins (5A, 5B, 5C) was adopted on 25 <br /> July 1975. This Order implements the water quality objectives stated in <br /> that Plan. Furthermore, this Order implements the prescriptive standards <br /> and performance goals of Subchapter 15, effective November 1984. <br /> 20. The Board has notified the Discharger and interested agencies and persons <br /> of its intention to update the WDRs for this facility. <br /> 21. In a public hearing, the Board heard and considered all comments pertaining <br /> to this facility and discharge. <br /> IT IS HEREBY ORDERED that Order No. 84-020 be rescinded and B&J Drop Box <br /> Corporation in order to meet the provisions of Division 7 of the California <br /> Water Code and the regulations adopted thereunder, shall comply with the <br /> following: <br /> A. Prohibitions: <br /> 1. The discharge of ' hazardous waste ' or ' designated waste ' at this <br /> facility is prohibited. For the purposes of this Order, the terms <br /> ' hazardous waste' and 'designated waste' are as defined in Subchapter <br /> 15. <br /> 2. The discharge of liquid or semi-solid waste (i .e. , waste containing <br /> less than 50 percent solids) to the landfill is prohibited. <br /> 3. The discharge to the landfill unit of solid waste containing free <br /> liquid or moisture in excess of the waste's moisture holding capacity <br /> is prohibited. <br /> 4. The discharge of solid or liquid waste or leachate to surface waters, <br /> surface water drainage courses, or ground water is prohibited. <br />
