SANAMUIN <br />COUNTY— <br />Environmental Health Department <br />AMxMFM <br />8/20/2019 <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />1 <br />Date: <br />Dollar General #14661 <br />1940 McHenry Ave. Escalon <br />August 14 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS Il, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />103 <br />CCR 66262.40(c) Failed to retain hazardous waste determination including waste analysis on site for 3 years. <br />When asked how employees determine which of the differently categorized hazardous waste (HW) totes a waste item <br />belongs in, David Barajas, Store Manager, said each item is scanned using a hand-held scanner, which will <br />sometimes state which HW tote the item belongs in. David indicated that when the scanner does not specify which <br />HW tote an item belongs in, employees will read the item's label and ingredients, as well as the Dollar General (DG) <br />HW guidance poster and documents, which provide product examples and key words for each of the HW categories, <br />to determine which HW tote an item belongs in (see photos IMG 8283, 8293). When asked what employees do if they <br />are still unsure about which HW tote a waste item belongs in, David stated he will call contact his District Manager, <br />Steve Bohnak, or Eric Voyles, DG Director of Facilities Management. David also mentioned that he is able to submit a <br />ticket notification using the facility's computer to notify DG Corporate if the hand-held scanner does not provide a HW <br />classification for an item when the item is scanned. <br />The waste items listed below were observed in the HW totes, but at the time of inspection it could not be determined <br />how the HW determinations for each of these items were made. The hand-held scanner did not specify which HW tote <br />the items should go in, and the DG Environmental Compliance HW poster and guidance documents did not list these <br />types of items: <br />1. The following waste items were found in a tote labeled as Toxic HW (IMG 8287-8, 8307-9, 8311): <br />- A DG Home Cherry Blossom Fragranced Candle <br />- A broken wax candle of an unknown brand <br />The business operator does not have hazardous waste determination records that support the current handling and <br />disposal of the waste. <br />A business operator shall keep records of any hazardous waste determinations made in accordance with Title 22 <br />California Code of Regulations (CCR) section 66262.11 for at least three years from the date that the waste was last <br />sent to an on-site or off-site treatment, storage, or disposal facility. The records may include Safety Data Sheets <br />(SDS), waste test results or other hazardous waste determination documentation. <br />Assemble the hazardous waste determination documentation for the above listed waste observed at the time of <br />inspection, maintain on site and submit a copy to the San Joaquin County Environmental Health Department (EHD). <br />If hazardous waste determination documentation is not available, immediately make a hazardous waste determination <br />and begin managing the above listed wastes as specified in Title 22 CCR. Use Safety Data Sheets (SDS), waste <br />sampling and test results or other knowledge to support your hazardous waste determination. Waste testing must be <br />done using methods specified in Title 22 CCR including sections 66261.20-24. Submit a statement and supporting <br />documentation with your hazardous waste determination. <br />Demonstrate current storage and labeling for wastes determined to be hazardous wastes.
