Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />July 18, 2019 <br /> Facility Address: <br /> 4208 E Main St, Stockton <br /> Facility Name: <br /> CHAVEZ TIRES <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />One black metal 55 gallon drum of used oil was observed with an open bung hole on the west side of the property. <br />All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately <br />close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. <br />This is a repeat violation, Class II. <br /> 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. <br />Three 55 gallon black metal drums of used oil were observed on the west side of the property without accumulation <br />start dates. The drums contained approximately 80 gallons of used oil total per Arturo Chavez, Owner. Facilities <br />who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored on site <br />at any time may store waste on site up to 180 days. Immediately contact a licensed hazardous waste hauler to <br />dispose of this waste under manifest and submit a copy of the manifest to the EHD. <br />This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />Three black 55 gallon drums of used oil were observed without hazardous waste labels on the west side of the <br />property. All hazardous waste containers shall be marked with the following information: <br /> - the words “Hazardous Waste” <br /> - name and address of generator <br /> - hazardous properties <br /> - physical state <br /> - composition (contents) <br /> - accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br />information. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by August 19, 2019. <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
