I. INTRODUCTION <br /> This report issues our findings regarding the Nitrate Loading Study and Soil Suitability Study for <br /> the proposed Carmelo's Industrial Park. These studies are required by the San Joaquin County <br /> Department of Environmental Health (PHS-EHD) and comply with the San Joaquin County <br /> Development Title, specifically Section 9-1105.2(d). Mr. Pete Navarra is the Manager for the <br /> project and has provided the preliminary information to complete these studies. The Site Plan <br /> and Septic Plan were provided by Mike Smith Engineering of Lodi, CA. <br /> The project site is located at the east end of the City limits of Tracy on Carmelo Avenue, near the <br /> intersection of Chrisman Road and I 11h Street. The APN is 250-140-14. Currently, the project <br /> consists of commercial buildings and open land on a total of 7.53 acres. It is proposed to <br /> construct additional buildings on the subject Parcel, as illustrated on the attached Site Plan and <br /> Septic Plan. It is also proposed to connect the existing and future buildings south of Carmelo <br /> Avenue to an on-site wastewater treatment system which will discharge effluent with a nitrate- <br /> nitrogen concentration below Drinking Water Standard/Maximum Contaminant Levels. The <br /> existing buildings north of Carmelo Avenue will remain connected to conventional septic <br /> systems consisting of septic tanks and leachfields. <br /> The purpose of these Studies was threefold: <br /> ❑ To analyze the capacity of the indigenous soils to accept the anticipated wastewater <br /> flows, assess the characteristics of the soil to mitigate nitrate impact, and quantify the <br /> reduction of nitrate loading from landscape plants. This was accomplished by percolation <br /> testing and physical/chemical analyses. <br /> ❑ To analyze the underlying groundwater to determine past nitrate impact and estimate <br /> assimilative capacity for future nitrate impact. <br /> ❑ Determine the reduction of nitrate impact by installing an on-site wastewater treatment <br /> system for future commercial development south of Carmelo Avenue. <br /> II. SOIL SUITABILITY STUDY FINDINGS <br /> A. SUBJECT PROPERTY AND SURROUNDING STUDY AREA INFORMATION <br /> The subject property has been in the Navarra Family for more than 27 years. The surrounding <br /> land to the north and east of the project is, and has been, in agricultural production for many <br /> decades. This is evidenced by the United States Department of Agriculture (USDA) Soil Maps <br /> for San Joaquin County. The current surrounding land use is composed primarily of commercial <br /> properties to the west, toward the City of Tracy, and medium density residential to the southwest. <br /> Directly to the north of the project is the SPT Railroad tracks. <br /> 1 <br /> Chesney Consulting <br />
