REPORT OF WASTE DISCHARGE <br /> FOR THE <br /> FRENCH CAMP RV PARK AND GOLF COURSE <br /> CANADA COVE LLP <br /> This Report of Waste Discharge (RWD) for improvements to the French Camp RV Park and <br /> Golf Course(RV Park) Wastewater System has been prepared for the California Regional Water <br /> Quality Control Board(Regional Board) to provide information required to issue Waste <br /> Discharge Requirements (WDRs)for the land application of treated domestic wastewater. The <br /> RWD provides background data, and addresses water quality and other issues associated with the <br /> proposed land application system. Subjects addressed in the RWD follow the recommended <br /> guidelines from the Regional Board for the land application of treated domestic wastewater, <br /> including wastewater quality characteristics, anticipated design flows, land application area <br /> description,wastewater management plan, and groundwater quality impacts. <br /> An Anti-Degradation Plan has been prepared for the project and submitted under separate cover. <br /> The Anti-Degradation Plan establishes a method to measure baseline criteria and project impacts <br /> for groundwater and surface water. <br /> INTRODUCTION <br /> The RV Park is located in San Joaquin County near the intersection of French Camp Road and <br /> State Route 99. The location of the RV Park is shown in Figure 1. The site is approximately <br /> 96 acres and currently includes 196 recreational vehicle spaces, a nine-hole golf course, <br /> caretaker residence, laundromat, and restaurant/golf course clubhouse. A site map of the RV <br /> Park is provided in Figure 2. <br /> Wastewater generated at the RV Park is treated at an onsite wastewater treatment plant (WWTP) <br /> consisting of extended aeration, clarification,multimedia filtration, and ozone disinfection. The <br /> WWTP is currently permitted under National Pollutant Discharge Elimination System(NPDES) <br /> Permit No. CA 0083682 to treat a maximum flow of 40,000 gallons per day(gpd). Wastewater <br /> treated at the WWTP is currently either used to irrigate the golf course or discharge to Lone Tree <br /> Creek, which runs through the site. Treated wastewater has not been discharged to the creek in at <br /> Ieast one year. <br /> A draft Cease and Desist Order(CDO)was issued by the Regional Board in 2006,but not <br /> finalized. The CDO states that the WWTP is not able to consistently comply with effluent limits <br /> for organochlorine pesticides, aluminum, ammonia,boron, iron, manganese, nitrate (as nitrogen), <br /> electrical conductivity,turbidity, and coliform. The CDO requires the RV Park to implement a <br /> method of complying with the effluent limits. Methods of obtaining compliance listed in the <br /> CDO include ceasing discharge to Lone Tree Creek, evaluating available dilution/assimilative <br /> capacity in Lone Tree Creek, utilizing pollution prevention activities, or constructing additional <br /> treatment facilities. <br /> French Camp—Report of Waste Discharge 1 SAB027102 <br /> July 2008 n:lsab027102\doruments\rwd\frenchcamprwdju€y rev final.doc <br />
