44� *.4w/ <br /> 2) The ponds demonstrated minimal weeds at banks of all locations and minimal erosion was noted. <br /> The Maintenance Facility Manager, Steven Schnaber stated that he had just applied round-up the <br /> day before. Round-up is sprayed to control weeds at all perimeter locations of the ponds and the <br /> fenced sewage treatment plant. A perimeter fence surrounds all the ponds and is not easily accessed. <br /> Pond #2 and Pond #3 were seasonally full due to the rains over the last several months and it was <br /> observed upon inspection that a significant amount of water was present in both ponds. Once the float <br /> is alarmed in pond #1, wastewater is directed into pond #4 for overflow. There are no aerators in <br /> Pond #2, or Pond #3. A minimal amount of duckweed was observed at Pone #4. The only method by <br /> which duckweed can be removed is by mechanical means such as a raking and or a skimming technique. <br /> Continue to maintain duckweed and control by mechanical removal methods. <br /> 3) The wastewater plant appears to be operating and functioning within San Joaquin County Sewage <br /> Standards. All areas are well maintained and the staff monitors the plant on a daily basis. The <br /> findings of the inspection were discussed with Steve Schnaber, Maintenance Facility Manager. <br /> Continue to maintain and operate sewage package treatment plant accordingly. Excellent maintenance <br /> and continued surveillance of the water monitoring is having a positive impact on the operation and <br /> management of the wastewater treatment plant. Erosion control measures have been implemented in <br /> Pond #1. Rip-rap has been placed on the south-facing bank to prevent potential erosion. No erosion <br /> is taking place at this time. Pictures have been taken for the file and a copy of all pictures will be sent to <br /> responsible parties. <br /> 4) For the permitting year of 2011, analytical testing and reporting to the Environmental Health <br /> Department (EHD) may be required as part of a condition of the permit. The monitoring frequency <br /> is to be determined at a later date by the EHD. The wastewater may be required to be sampled <br /> for the following constituents by an employee of a state certified analytical laboratory and results <br /> submitted to the EHD: <br /> TKN - Includes Nitrates and Ammonia <br /> BOD - Biological Oxygen Demand <br /> TSS - Total Suspended Solids <br /> pH <br /> CBOD — Carbonaceous Biological Oxygen Demand <br /> A Wastewater Treatment Plant Operator, or a Certified Operator, certified by The State of California <br /> Water Resources Control Board (SWRCB), shall be available to operate the plant by June, 2011 <br /> per San Joaquin County On Site Wastewater Disposal Standards, Section 4.5., and Section 4.13., (San <br /> Joaquin County Ordinance Code Section 9-110.5).
