I. INTRODUCTION
It is being proposed to the San Joaquin County Board of Supervisors to add a Bingo Parlor at the
Stockton Open Air Mall. Valley Ag Research has conducted this nitrate loading investigation for
the addition of a Bingo Parlor to serve as an addendum to our original Nitrate Loading Study for
the open Air Mall (VAR#NLS015.93) dated July 10, 1993. This report was required by the San
Joaquin County Environmental Health Department and requested by Mr. Ed Brown of the
Stockton Open Air Mall. Mr. Cecil Dillon, C.E. of Dillon& Murphy Engineering will be the
Design Engineer for this project. The Application- Revisions of Approved Actions pertain to
UP-93-09 and ZR-93-01.
The purpose of this study was to investigate and evaluate several factors regarding the additional
requirement for sewage management originating from the bingo parlor. These factors include the
projection of wastewater flows, formulate and recommend design criteria, assess on-site soil
characteristics for the prevention of environmental contamination, and to calculate potential
nitrate loading. Research from the scientific literature regarding septic systems and effluent
management provide the basis for many of the recommendations and conclusions found in this
report.
The septic system originally designed for the existing portion of the Open Air Mall has been
functioning well and is considered state-of-the-art. An innovative subsurface irrigation system
utilizing effluent to water the landscaping was designed to effectively deal with the large effluent
volumes, particularly during the summer months. It is proposed that this type of system will also
be used to manage sewage effluent from the bingo parlor.
1
va(fey Ag P.search
