The only completed PetSmart Waste Storage Area Weekly Inspection Checklist found at the time of inspection <br />was dated 1/23/19 (see photo IMG 9448). According to the PetSmart Retail Hazardous Products Disposal <br />Program Training document, the Waste Storage Area Weekly Inspection Checklist must be completed once a <br />week by the Store Manager, and must be maintained on file in the training and compliance binder in the store for 3 <br />years (IMG 9425, 9438). <br />2. The PetSmart Waste Storage Area Weekly Inspection Checklist requires that the Store Manager ensure all <br />hazardous waste containers are properly closed, the generator (store) name is filled out on the hazardous waste <br />labels, and other hazardous waste requirements are fulfilled (IMG 9448). The following observations were made at <br />the time of inspection: <br />1) A Toxic Hazardous Waste tote, containing the bagged waste listed below, was observed missing a lid latch <br />on one side of the tote, causing the lid to not be properly closed (IMG 9384-95). <br />- a Bayer Seresto flea medication collar <br />- a box of Frontline Plus flea medication for dogs <br />- an open one gallon bottle of CHI Conditioner for dogs. <br />2) The Toxic Hazardous Waste tote mentioned above, which was labeled with an accumulation start date of <br />9/1/19, was observed with incomplete labeling (IMG 9384). The Toxic Hazardous Waste label was missing the <br />name of the generator. Chelsea wrote the name of the generator on the label at the time of inspection. <br />REGULATION GUIDANCE: The owner or operator shall inspect areas used for container storage or transfer, at <br />least weekly, looking for leaking containers and for deterioration of containers and the containment system caused <br />by corrosion or other factors. <br />CORRECTIVE ACTION: Immediately, ensure the hazardous waste storage area is being inspected weekly and <br />adequately. Immediately, properly close the Toxic Hazardous Waste tote or transfer all of the Toxic hazardous <br />wastes into a container that is in good condition and can be properly closed.
