Site Contamination Work Plan <br /> Phase I Site Assessment,ABF Freight Systems,Inc <br /> 2427 West Yosemite Avenue,Manteca,California Page 4 <br /> • 3.1 Federal Regulations <br /> 3 1 1 UST Closure <br /> Tank and pipeline closure will be conducted in accordance with the requirements of 40 CFR Part <br /> 280, Technical Standards and Corrective Action Requirements for Owners and Operators of <br /> Underground Storage Tanks <br /> 3 1 2 Identification of Hazardous Materials <br /> Potentially hazardous materials including the drilling spoils, monitoring well purge water, and <br /> contaminated rinse water will be profiled pursuant to the requirements of 40 CFR Part 261, <br /> Identification and Listing of Hazardous Waste <br /> 3 1 3 Transportation and Disposal <br /> Any material identified as hazardous waste will be transported in accordance with 40 CFR Part <br /> 263 and 49 CFR Part 171, Standards Applicable to Transporters of Hazardous Waste <br /> 3.2 State of California Regulations <br /> The purpose of this investigation is to pursue site closure in accordance with State Water <br /> Resources Control Board (SWRCB), CCR Title 23, Division 3, Chapter 16 and the Regional <br /> Water Quality Control Board (RWQCB) Tri-regional recommendations The San Joaquin <br /> County Public Health Services, Environmental Health Division (PHS/EHD) under contract with <br /> the SWRCB oversees the investigation and remediation of contaminated UST sites <br /> Responsible parties must take corrective action in response to an unauthorized release, in <br /> compliance with Section 25299 37 of the HSC and the Corrective Action Regulations adopted <br /> pursuant to Section 25299 77 of the HSC <br /> PHS/EHD has reviewed the analytical results of soil and/or groundwater samples collected <br /> beneath the UST removed from the site on March 18, 1998 Based on the levels of contaminants <br /> present in the samples collected, further investigation to determine the vertical and horizontal <br /> extent of soil and/or groundwater contamination is required <br /> An "Underground Storage Tank Unauthorized Release (Leak)/Contaminated Site Report" <br /> (Appendix 3) has been filed pursuant to Section 25295 of the Health and Safety Code (HSC) <br /> The appropriate disclosure of a hazardous waste discharge pursuant to Section 25180 7 of the <br /> HSC has been made, and the site has been placed on the list of contaminated sites in San Joaquin <br /> County <br /> 3.3 Local Requirements <br /> Local agency implementation is conducted by the San Joaquin County Public Health Services, <br /> Environmental Health Division (PHS/EHD) CAL INC has contacted all departments to obtain <br /> N IPROI$CTS\32721P1ans and Reportslworkplan doe April 13, 1998 <br />
