SAN.JOAQUIN <br />COUNTY— <br />Environmental Health Department <br />AMENDED <br />10/23/2019 <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />MEINEKE CAR CARE CENTER <br />185 S UNION RD, MANTECA <br />October 22. 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />(3) a written description, including a syllabus and/or outline, of the type and amount of both introductory and <br />continuing training that will be given to each person filling a position listed under paragraph (d)(1) of this section; <br />(4) employee -signed or -certified records that document that the training required under subsections (a), (b), and (c) <br />of this section has been given to, and completed by, each employee. <br />(e) The owner or operator shall maintain training records on current personnel until closure of the facility and training <br />records on former employees for at least three years from the date the employee last worked at the facility. <br />Personnel training records may accompany personnel transferred within the same company. <br />CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance with the <br />time frames and training materials required by this section. Provide training documentation to the San Joaquin <br />County Environmental Health Department (EHD) within 30 days. The documentation must include a list of training <br />topics, date of training, job title, name of employee, written job description (qualifications and duties), and employee <br />signed (or certified) record that documents the training. <br />This is a Class II violation. <br />120 <br />CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br />OBSERVATION: Bills of lading for the recycling of lead acid batteries from the last three years were not found on <br />site. <br />REGULATION GUIDANCE: <br />(A) The generator shall use either the manifest or a bill of lading which fulfills the requirements of Title 13 CCR <br />section 1161, to record the shipment of spent lead -acid storage batteries to a person who stores the batteries or <br />who uses, reuses, recycles or reclaims the batteries or their components. <br />(B) The generator shall retain, at the generator's place of business for at least three years, a legible copy of each <br />manifest or bill of lading which identifies spent lead -acid storage batteries shipped to a person who stores the <br />batteries or who uses, reuses, recycles or reclaims the batteries or their components. <br />CORRECTIVE ACTION: Provide copies of battery core bill of lading records and a corrective action statement to <br />the San Joaquin County Environmental Health Department within 30 days. <br />This is a Class II violation. <br />FA0019944 PR0541008 SCO01 10/22/2019 <br />E H D 22-02 Rev. 9/20/2019 Page 10 of 14 Large Quantity Hazardous Waste Generator OIR <br />1868 E.
