SAN.JOAQUIN COUNTY— Environmental Health Department AMENDED 10/23/2019 Large Quantity Hazardous Waste Generator Inspection Report Facility Name: Facility Address: Date: MEINEKE CAR CARE CENTER 185 S UNION RD, MANTECA October 22. 2019 SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR - Notice to Comply) Item # Remarks (3) a written description, including a syllabus and/or outline, of the type and amount of both introductory and continuing training that will be given to each person filling a position listed under paragraph (d)(1) of this section; (4) employee -signed or -certified records that document that the training required under subsections (a), (b), and (c) of this section has been given to, and completed by, each employee. (e) The owner or operator shall maintain training records on current personnel until closure of the facility and training records on former employees for at least three years from the date the employee last worked at the facility. Personnel training records may accompany personnel transferred within the same company. CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance with the time frames and training materials required by this section. Provide training documentation to the San Joaquin County Environmental Health Department (EHD) within 30 days. The documentation must include a list of training topics, date of training, job title, name of employee, written job description (qualifications and duties), and employee signed (or certified) record that documents the training. This is a Class II violation. 120 CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. OBSERVATION: Bills of lading for the recycling of lead acid batteries from the last three years were not found on site. REGULATION GUIDANCE: (A) The generator shall use either the manifest or a bill of lading which fulfills the requirements of Title 13 CCR section 1161, to record the shipment of spent lead -acid storage batteries to a person who stores the batteries or who uses, reuses, recycles or reclaims the batteries or their components. (B) The generator shall retain, at the generator's place of business for at least three years, a legible copy of each manifest or bill of lading which identifies spent lead -acid storage batteries shipped to a person who stores the batteries or who uses, reuses, recycles or reclaims the batteries or their components. CORRECTIVE ACTION: Provide copies of battery core bill of lading records and a corrective action statement to the San Joaquin County Environmental Health Department within 30 days.
