Renewal of disposal area permits shall be applied for and acted upon in the same manner as original permits, except that there shall be no referral to the Planning Commission. Permits shall be renewed if the permit holder has, during the preceding year, operated in con- formance with the provisions of this division and the rules and regulations of the Health District, and if it is _ evidenced to the Health District that the applicant is capable of continuing operations in conformance with the provisions of this division and with the rules and regula- tions of the Health District. The Health District may require, in connection with any disposal area permit issued to a person other than a public agency, that the applicant file with the Board of Trustees of the Health District before a permit is.issued a surety bond in an amount fixed by the Board of Trust- ees of the Health District,conditioned to guarantee faith- ful compliance with this division and with the rules and regulations of the Health District.
