R5-2003-0713, <br /> FRANKS ONE STOP, 2072 W. YOSEMITE AVE., MANTECA, SAN JOAQUIN COUNTY <br /> On 14 August 2007, the California Regional Water Quality Control Board, Central Valley <br /> Region (Regional Board) staff received the Work Plan for Off-Site Assessment (Workplan) <br /> from URS Group, Inc. (URS). The Workplan was submitted in compliance to the Cleanup and <br /> Abatement Order No. R5-2003-0713 (CAO) order nos. 7 and 8, which requires a workplan and <br /> report of an investigation, to determine the vertical and lateral extent of the petroleum <br /> hydrocarbons release from the Franks One Stop (Site). The Workplan proposes nineteen (19) <br /> monitoring wells at seven (7) locations (Attached Figure 1) to the north and south of the Site. <br /> The monitoring wells will be installed and screened at various intervals between 9 and 165 feet <br /> below ground surface (bgs). The Site monitoring wells depth to water varied from 12 to 15 feet <br /> bgs in March 2007. Six of the seven locations were based on the 2001 Cone Penetrometer <br /> Survey groundwater sampling results to the north of the Site; the seventh location is based on <br /> results of groundwater sampling of domestic wells to the south since December 2004. The <br /> new monitoring wells will be added to the quarterly monitoring schedule in the CAO. <br /> The State Water Resources Control Board (SWRCB), Underground Storage Tank Cleanup <br /> Fund, Emergency, Abandoned and Recalcitrant (EAR) Program contracted with URS of West <br /> Sacramento under the Department of General Services statewide competitive bidding process. <br /> The URS contact is Vernon Elarth, (916) 679-2299. A Scope of Work for completing the <br /> investigation and remediation and associated proposed cost was submitted to you by Regional <br /> Board staff as an attachment in the 1 February 2007 Response Letter. This work includes the <br /> current sampling and maintenance which AquaScience Engineers Inc. formerly conducted, the <br /> preparation of a new site assessment workplan and a report to further characterize the lateral <br /> and vertical extent of impacted groundwater, an evaluation of the Corrective Action involving <br /> additional feasibility studies for the Cleanup, and a Corrective Action Plan to implement the <br /> California Environmental Protection Agency <br /> .tea Rec}rled Paper <br />
