Attachment A <br /> AT&T Corp. - CVRWQCB Access Agreement <br /> 2201 W.Yosemite Avenue,Manteca,California <br /> Scope of Work <br /> The State of California Central Valley Regional Water Quality Control Board(CVRWQCB)is <br /> conducting investigation and cleanup of a petroleum release from an underground storage tank at the <br /> Franks One Stop site located at 2072 W.Yosemite Ave.,Manteca,California,under the California <br /> Emergency,Abandoned,and Recalcitrant(EAR)Account Program. AT&T Corp.owns the property with <br /> a common street address of 2201 W.Yosemite Avenue,Manteca,California,Tax Assessor Parcel <br /> Number(APN) 198-170-29. The AT&T Corp.property at 2201 W.Yosemite Avenue may have been <br /> impacted by the petroleum release from the Franks One Stop site. The CVRWQCB seeks access to the <br /> AT&T Corp.property for the CVRWQCB, its employees,agents,and contractors to investigate the nature <br /> and extent of the contamination from the Franks One Stop release which may be present on the property <br /> at 2201 W.Yosemite Avenue. The CVRWQCB intends to install and sample initially and periodically <br /> thereafter two clusters of three groundwater monitoring wells along the east property line of the northern <br /> portion of the AT&T Corp.property in the general area depicted on the Site Plan which accompanies this <br /> Scope of Work. The proposed well locations are being finalized by the CVRWQCB. <br /> To install the groundwater monitoring wells,the CVRWQCB,its employees,agents,and contractors plan <br /> to use a drill rig mounted on a single axle truck. The drilling company will have a support truck to carry <br /> the well supplies and a tractor to remove the soil boring cuttings(soil)to be stored at an off-site location. <br /> Prior to drilling a new monitoring well, the CVRWQCB, its employees,agents,and/or contractors will <br /> mark the site in white paint and call USA/DigAlert as required by law and then use a private underground <br /> utility locating service to clear all drilling locations. In addition,at a minimum,the first 5-feet of the <br /> borehole is advanced by hand auger to physically clear the drilling location. <br /> The three wells at each cluster will be drilled to depths of 20-feet,55-feet and 105-feet,representing the <br /> three water bearing zones needed to monitor for possible contamination. The wells will be constructed of <br /> 2-inch PVC pipe and completed in an above grade steel"Stove pipe"locking cover(8-inch diameter <br /> about 2.5—3.0 feet high. The wells will be approximately 5-8 feet apart in each cluster. The soils from <br /> the borehole will be removed continuously during the drilling process and contained in a roll top lockable <br /> steel roll on bin located off the AT&T Corp.site. <br /> The initial effort for installation and first round sampling of the wells will take a total of approximately <br /> seven days. Four days are expected to drill and install the wells. Two or three days after installation,the <br /> wells can be developed. Two or three days after well development,the wells can be surveyed and <br /> sampled which should take one day. Thereafter,the wells will be monitored and sampled once a quarter. <br /> The current schedule is for the sampling to be completed in the second month of the quarter;February, <br /> May,August,and November. Each sampling event should take a maximum of two to three hours. The <br /> purgewater from the wells will be contained on the sampling truck and removed from the site that day. <br /> Periodic sampling is expected for a period of two years. Assuming site closure can be achieved,at the <br /> end of periodic sampling the groundwater monitoring wells on the AT&T Corp.property will be closed <br /> and properly decommissioned in accordance with the State of California guidelines and the San Joaquin <br /> County Environmental Health Department,which is the permitting authority for the well destruction. <br />
