R5-2003-0713, <br /> FRANKS ONE STOP, 2072 W. YOSEMITE AVE., MANTECA, SAN JOAQUIN COUNTY <br /> Cleanup and Abatement Order No. R5-2003-0713 (CAO), Order Nos. 7 and 8, required the <br /> named Parties to submit, by 15 September 2003, a workplan to delineate the vertical and <br /> lateral extent of the petroleum hydrocarbons released from the Franks One Stop (Site). <br /> Results from the implementation of the workplan were to be submitted by 1 February 2004. A <br /> workplan was submitted 15 September 2003, but the proposed investigation was not <br /> performed and the results report was not submitted. This environmental work is necessary to <br /> characterize the pollution, which is impacting the domestic wells north and, since December <br /> 2004, south of the Site. <br /> The State Water Resources Control Board (SWRCB), under the Underground Storage Tank <br /> Cleanup Fund, Emergency, Abandoned and Recalcitrant (FAR) Program is providing funding <br /> to the State Department of General Services Real Estate Division (DGS), to contract with the <br /> environmental firm URS Group, Inc. (URS) of West Sacramento to conduct necessary <br /> investigative/remedial and monitoring activities that the Responsible Parties have been <br /> directed to, and are responsible for, but which are not currently being conducted. A Scope of <br /> Work for completing the necessary investigation, remediation, and monitoring, and the <br /> associated proposed cost, was provided submitted to you by Regional Board staff in <br /> February 2007. <br /> On 14 August 2007, the California Regional Water Quality Control Board, Central Valley <br /> Region (Regional Board) staff received the Work Plan for Off-Site Assessment(Workplan) <br /> prepared by URS, The Workplan proposes nineteen (19) monitoring wells at seven (7) <br /> locations (Attached Figure 1) to the north and south of the Site.
