EAR Site Nominations
FY 2013/14 - 2 - 7 December 2012
i. Any actions that have been previously taken to cleanup or abate the effects of the
unauthorized release.
j. A description of the necessary investigation/remediation work needed.
k. The amount of annual funding requested and an estimated total required.
I. A description of the results if funding should be denied.
m. Those cases you select for inclusion to the EAR list must be placed in prioritized
(highest to lowest) order.
3. One important change this year is — each case, existing and any new cases you
want to have considered for the FY 2013/14 Annual List, MUST be evaluated using
the State Board's Low Threat Closure Policy (LTCP). Further, for each case,
existing and new, you MUST complete the Low Threat Closure Policy checklist
(LTCP Checklist) found on Geotracker and submit it with any additional necessary
supporting justification. Please be aware we have been informed if the case
meets the LTCP, as reviewed by Cleanup Fund staff, the case may not be
accepted on the FY 2013/14 EAR Annual List.
Keeping in line with last years list we again intend to list both the local agency (LIA or LOP) and
Region 5 jointly as the designated oversight agency in the form of"County/Regional Board",
with the appropriate contact persons also listed on the table. This is being done for several
purposes: 1) it allows our (County and Regional Board) agencies to work cooperatively together
to assign/reassign a lead agency to oversee the EAR case, including all associated
administrative and technical needs, based on our available individual agency resources, while
maintaining account eligibility, 2) allow for those EAR cases that may have been received less
attention previously to be re-activated, and 3) to ensure that those monies earmarked for our
agencies are used effectively.
As a result of the timeframes designated by the State Board and our Regional Board meetings
schedule (a Regional Board adopted resolution is required for EAR list submittal to the State
Board), we need the above requested information (see No. 1, 2 & 3 above) by absolutely no
later than 15 February 2013. Please note, that failure to re-nominate and provide a brief
updated site status, including the evaluation (No. 3 above) using the LTCP checklist found on
Geotracker, for those cases within your individual jurisdictions currently on the 2012/13 EAR list
by 15 February 2013 will result in those sites being removed from the 2013/14 EAR list.
Should you have any questions regarding this matter, please contact Jim Munch, at (916) 464-
4618 or by e-mail at imunch(Qwaterboards.ca.gov or Camille Hang at (916) 464-4721 or by e-
mail at chang6awaterboards.ca.gov.
Attachment (1)
