the 2010 Performance Report is the generator's initial Performance Report and the <br /> current reporting year is selected as the baseline year, the Performance Report will <br /> have met this requirement in the description of current hazardous waste management <br /> approaches. If the generator's initial Performance Report was prepared prior to 2011, <br /> the 2010 Performance Report must identify all approaches implemented since calendar <br /> year 2006. <br /> 6.6 Assess the Effect of Waste Management Approaches <br /> For each major waste stream, the Performance Report must contain an assessment of <br /> the effect, since the baseline year, of each implemented hazardous waste management <br /> approach on each of the following: <br /> • The weight of hazardous waste generated <br /> • In the textbox on the next page, <br /> "Quantify Source Reduction Achieved" has ideas <br /> on how to quantify the effect of source .5p)z <br /> reduction on the weight of hazardous waste Tip <br /> generated; <br /> • The properties which cause the waste to be <br /> classified as a hazardous waste; <br /> • The on-site management of hazardous waste; and <br /> • The off-site management of hazardous waste. <br /> The assessments should cover any changes in the <br /> management of each major hazardous waste stream. <br /> The Performance Report should clearly identify the <br /> hazardous waste management approach that was <br /> implemented, and the impact of that approach <br /> on the management of the waste. For example, an approach may change the physical <br /> characteristics of the waste, which in turn affects how hazardous waste technicians handle n <br /> the waste. <br /> 6.7 Describe Factors Affecting Major Waste Streams <br /> For each major hazardous waste stream, the Performance Report must contain a <br /> description of factors that have affected hazardous waste generation and management <br /> from the baseline year to the reporting year. Some factors may have caused an increase in X <br /> waste generation, such as increased manufacturing production. The rate of production and p <br /> resulting amount of hazardous waste generated at a site can change dramatically over time. p <br /> SB 14 does not penalize a generator for generating more waste. However the Performance <br /> Report should clearly describe the increase and evaluate why the increase occurred. To <br /> ensure a fair comparison between the current reporting year and the baseline year, the <br /> Performance Report must include a detailed description of factors affecting the generation, <br /> on-site management, and off-site management of major hazardous waste streams. <br /> 51 <br />
