RIPON May 15 2019 SUMMARY OF VIOLATIONS (CLASS I,CLASS II,or MINOR-Notice to Comply) Item# Remarks 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous waste. -An open bag labeled"Hazardous Waste,"containing used paper towels and a white powdery substance,was found adjacent to the facility's mop sink(IMG 6363-6). Renesha wasn't sure what the paper towels were used for, but said the white powder may be Ajax or Comet cleanser which contains bleach. Renesha placed the paper towels in an Oxidizers, Reactives(OX)HW tote. -The following was found in a cabinet adjacent to the facility's mop sink(IMG 6367-79): o A bag labeled"Stericycle Environmental Solutions StrongPak"and"One Waste Per Bag,"which contained used paper towels and a white powdery substance,which Renesha stated was Ajax or Comet cleanser. o A bag labeled"Stericycle Environmental Solutions StrongPak"and"One Waste Per Bag"which contained two sponges, used paper towels, a lid from an Ajax or Comet container, and Ajax or Comet residual. o A bag labeled"Stericycle Environmental Solutions StrongPak"and"One Waste Per Bag"which contained an open container of Comet cleanser with bleach and an open container of Ajax cleanser with bleach.When Renesha scanned the Comet and Ajax,the hand-held scanner stated the cleaners should be placed in an STOU HW tote. However, according to the Dollar Tree Potentially Hazardous Material Management poster(Poster)posted adjacent the HW storage, items containing bleach are classified as OX. o A bag labeled"Stericycle Environmental Solutions StrongPak"and"One Waste Per Bag,"which contained two sponges and Ajax or Comet residual. o A bag labeled"Stericycle Environmental Solutions"and"One Waste Per Bag,"which contained a 30 fl. oz. container of dish soap with a broken cap. According to Renesha,the items mentioned above,with the exception of the dish soap,were stored by another employee and to be used to clean the facility. However, the labeling on the Stericycle Environmental Solutions StrongPak bags indicate the bags are meant for hazardous waste, since the Poster and Rules for Accumulating Hazardous Waste poster, posted on a wall next to the HW storage area, were made by the Stericycle Environmental Solutions StrongPak company(IMG 6322).Additionally,the Rules poster states that there should be only one waste per bag, referring to only one hazardous waste per bag. Renesha removed the items from the cabinet and placed the items in their appropriate HW totes. -Two bags labeled as"Hazardous Waste"and containing used paper towels were found on top of a tote located on the ground beneath shelves of Dollar Tree baskets at the front of the store. Renesha said the baskets are used to hold items that are waiting to be placed back on the shelves for sale,while the tote on the ground is used to hold items waiting to be processed as hazardous waste. Renesha said the two hazardous waste bags with paper towels should have been inside the tote. Renesha suspected the paper towels were used to clean something in the store, but did not know what, nor what was on the paper towels. Renesha ultimately marked the two bags with"CB"for Corrosive Bases and placed them in a CB HW tote. (IMG 6382-4, 6434) -Used paper towels were found inside a bag labeled"Stericycle"and"One Waste Per Bag,"located at register 2 at the front of the store. Renesha stated employees place the paper towels, used with Fabuloso or window cleaner to clean the facility, into the bag, and once the bag is full it is placed in a HW tote. Renesha placed the bag of paper towels in a CB HW tote at the time of inspection. (IMG 6444,6446-9) All hazardous waste shall be in a closed container and all hazard waste containers shall be closed at all times except when adding or removing waste.
