Current financial responsibility documents <br /> are required to be submitted annually . Immediately log into the California Environmental Reporting System (CERS) at <br /> http : //cers, calepa . ca . gov/ , and upload the required documents . <br /> This is a minor violation. <br /> 209 CCR 2716 ( a-e ) Failure to conduct the designated UST operator visual inspection at least once every 30 days . <br /> The designated operator failed to check and note the correct test dates for the Overfill prevention equipment <br /> inspection on the 2/7/ 19 and 3/8/ 19 designated operator monthly inspection report. Overfill prevention equipment <br /> inspection test results were stated to be 6/21 / 18 however overfill prevention equipment inspection had been <br /> conducted on 2/4/ 19 . During the monthly inspection , the designated operator shall check that all required testing and <br /> maintenance for the UST system have been completed and document the dates they were done . Ensure that <br /> designated operators performing monthly inspections at this facility are including all of the required information on the <br /> reports . <br /> This is a repeat violation , Class II . <br /> 313 HSC 25290 . 11 25290 . 21 25291 Failure to construct, operate , and maintain primary containment as product-tight . <br /> Dripping in the diesel product fuel meter and fuel filter in under dispenser 7/8 were observed at the time of <br /> inspection , indicating a leak in the primary piping . All primary containment for the UST system must be tight . <br /> Immediately have a properly licensed , trained , and certified contractor repair or replace the failed component under <br /> permit and inspection of the EHD . <br /> This is a minor violation. <br /> Overall Inspection Comments : <br /> An inspection report was provided to the facility operator on the day of inspection . The report was amended by <br /> the EHD . The amended report replaces the initial report . <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation , and any supporting <br /> paperwork , within 30 days of receiving the amended inspection report . <br /> NOTE : Violation 320 - Failure to comply with the installation , inspection , or record keeping of the ovefll prevention <br /> has been removed and violation 209 - Failure to conduct the designated UST operator visual inspection at least <br /> once every 30 days has been added . <br /> NOTE : Due to unavailability of San Joaquin County Environmental Health department inspectors , an inspector fro <br /> the San Joaquin county environmental health department was not present during the entire monitoring system <br /> certification conducted on 6/ 18/ 19 . The inspector was able to witness inside the under dispenser containment , the <br /> submersible turbine pump sumps , and spill containers of the UST system . EHD awaits the monitoring system <br /> certification results to review the functionality and communication of the monitoring system .
