SANJ 0 A U I Environmental Health Department <br /> OUNT <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CANEPAS CAR WASH 16230 PACIFIC AVE, STOCKTON June 03, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. <br /> The DO failed to check and note all required items on the visual inspection reports. <br /> The following was observed on the designated operator's monthly inspection reports: <br /> -Section II I of the report was left blank. <br /> -The "NA" in sections VII through XI were not explained. <br /> -Section V of the report was left blank. <br /> -Section VI of the report was missing the name of the owner/operator. <br /> -Section VII was left blank. <br /> -Page 2 of the report was left blank except for test dates. <br /> -Tank and line tightness test information was left blank. <br /> -The designated operator answered the question regarding sump sensor locations but did not list which sumps <br /> were visually inspected. <br /> -The designated operator documented visual inspections of sumps, but left blank the question regarding sump <br /> sensor locations. <br /> -The report failed to identify the designated operator. <br /> During the visual inspection, the designated operator shall check all required testing and maintenance for the UST <br /> system have been completed and shall check all required items on the report. Ensure that designed operators <br /> performing visual inspections at this facility are including all of the required information on the reports. <br /> This is a minor violation. <br /> 215 CCR 2712(1) Failure to retain a copy of the permit to operate at the facility. <br /> A copy of the UST operating permit of 2019 was not found on site. A copy of the UST operating permit and all <br /> attachments and conditions shall be retained at the facility. Immediately obtain a copy of the permit and retain it on <br /> site. <br /> This is a minor violation. <br /> 313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight. <br /> A small amount of liquid dripping from the fuel filter of UDC 11/12 was observed. All primary containment for the <br /> UST system must be tight. Immediately have a properly licensed, trained, and certified contractor repair or replace <br /> the failed component under permit and inspection of the EHD. <br /> This is a minor violation. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003). <br /> Liquid was observed in the 11/12 UDC sump. If water could enter into the secondary containment by precipitation <br /> or infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a hazardous <br /> waste determination per Title 22 hazardous waste regulations, and manage it accordingly.
