The following is an itemized list of hazardous waste violations that have not been <br /> addressed for GILL EXPRESS INC as of October 23, 2020. <br /> Open violations from August 24, 2020 inspection <br /> bargaining unit, but shall include the requisite skill, education, or other qualifications, and duties of employees <br /> assigned to each position; <br /> (3)a written description, including a syllabus and/or outline, of the type and amount of both introductory and <br /> continuing training that will be given to each person filling a position listed under paragraph (d)(1)of this section; <br /> (4)employee-signed or-certified records that document that the training required under subsections(a), (b), and (c) <br /> of this section has been given to, and completed by, each employee. <br /> (e)The owner or operator shall maintain training records on current personnel until closure of the facility and training <br /> records on former employees for at least three years from the date the employee last worked at the facility. <br /> Personnel training records may accompany personnel transferred within the same company. <br /> CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance with the <br /> time frames and training materials required by this section. Provide training documentation to the San Joaquin <br /> County Environmental Health Department(EHD)within 30 days. The documentation must include a list of training <br /> topics, date of training,job title, name of employee,written job description (qualifications and duties), and employee <br /> signed (or certified)record that documents the training. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#301 -Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following was observed near the garbage bin located near hazardous waste storage area: <br /> -Oil stains and absorbent found near and underneath garbage bin. <br /> Note: Operator stated that used oil released from one 55-gallon container with used oil. No hazardous waste was <br /> observed inside the garbage bin. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean stains and accumulating used absorbent. Manage the waste according <br /> to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting documentation <br /> to the San Joaquin County Environmental Health Department describing the storage and final disposition of the <br /> cleaned up waste. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 3 of 8 <br />
