The following is an itemized list of hazardous waste violations that have not been <br />addressed for ASSOCIATED TRACTOR SERVICE INC as of October16, 2018. <br />Open violations from August 27, 2018 inspection <br />Violation #301 - Facility not maintained to minimize the release of a hazardous waste. <br />Dark, oily staining was observed on soil throughout the yard and on the ground in the shop. Facilities shall be <br />maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or <br />surface water which could threaten human health or the environment. Immediately clean all stained areas, and <br />manage according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation <br />explaining how this waste was managed. <br />Violation #403 - Failed to keep hazardous waste containers closed except when adding or removing <br />hazardous waste. <br />One white five gallon plastic bucket was observed containing oily saturated debris. All hazardous waste containers <br />shall be closed at all times except when adding or removing waste. Immediately close these containers and ensure <br />all hazardous waste containers are closed when not adding or removing waste. <br />Violation #505 - Failed to completely label stationary hazardous waste tanks. <br />The used oil tank in the yard was observd with a hazardous waste label missing the accumulation start date. All <br />hazardous waste tanks shall be marked with the words "Hazardous Waste" and the accumulation start date. <br />Immediately ensure that all hazardous waste tanks are marked with the required information. <br />Violation #601 - Stored hazardous waste onsite greater than 180 days. <br />The following were observed without an accumualtion start date. <br />In the yard area: <br />-One blue 55 gallon steel drum containing used antifreeze (quarter full) <br />-One white five gallon plastic bucket containing oily debris (quarter full) <br />-One used oil tank <br />Inside the shop: <br />-One blue 55 gallon steel drum containin oily debris (full) <br />Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste <br />stored on site at any time may store waste on site up to 180 days. <br />Since it cannot be determined how long the hazardous waste has been on site, immediately contact a licensed <br />hazardous waste hauler to dispose of this waste under manifest. Submit a copy of the manifest to the EHD within 30 <br />days. <br />Violation #605 - Failed to completely label containers or portable tanks of hazardous waste. <br />In the yard area: <br />-One blue 55 gallon steel drum containing used antifreeze (quarter full) was observed with a hazardous waste label <br />missing the accumulation start date and the hazardous properties. <br />-One white five gallon plastic bucket containing oily debris (quarter full) was observed without a hazardous waste <br />label. <br />Inside the shop: <br />-One blue 55 gallon steel drum containin oily debris (full) was observed with a hazardous waste label missing the <br />accumulaiton start date and the hazardous properties. <br />All hazardous waste containers shall be marked with the following information: <br />- the words "Hazardous Waste" <br />- name and address of generator <br />- hazardous properties <br />- physical state <br />- composition (contents) <br />- accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br />information. <br />Page 2 of 4 <br />
