San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sogov.org/ehd
Small Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
VICTOR RECYCLING 9211 E HWY 12 , LODI October 25, 2018
Item# I Remarks
101 CCR 66262.12 Managed a hazardous waste without an identification number.
This facility's hazardous waste ID number is inactive. A hazardous waste generator shall not treat, store, dispose
of,transport or offer for transportation, hazardous waste without a hazardous waste ID number. Go to the DTSC
web site http://www.dtsc.ca.gov/IDManifest/PERMHWID.cfm for the form to reactivate the ID number. Immediately
reactivate your state ID number and submit evidence to the EHD.
This is a minor violation.
102 CCR 66262.11 Failed to determine if a waste is a hazardous waste.
Near the used oil tank:
-One white and three yellow 5 gallon plastic buckets were observed with unknown contents.
-One blue 16 gallon plastic drum was observed with unknown contents.
Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately make a
hazardous waste determination for the containers listed above, and manage them according to Title 22 hazardous
waste regulations. Submit a statement and supporting documentation explaining how this waste was managed.
According to an employee, any forklift leaks are contained using absorbent. The leak and absorbent are then
cleaned up by a forklift service company. No absorbent disposal records were observed during the inspection. Per
California Health&Safety Code(HSC)25163, a valid hazardous waste transporter license is required to transport
hazardous waste. Immediately make a hazardous waste determination on any waste that is generated through any
repair company hired. If the waste is deemed to be hazardous, manage according to hazardous waste laws and
regulations.
This is a minor violation.
106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures.
At the time of inspection, it could not be demonstrated that employees who handle hazardous waste were properly
trained. The facility training did not cover handling hazardous waste when it was generated. The generator must
ensure that all employees who handle hazardous waste are thoroughly familiar with proper waste handling and
emergency procedures. Provide proof of training to the EHD for employees whose responsibilities include
hazardous waste.
This is a minor violation.
FA0024945 PR0543870 SCO01 10/25/2018
EHD 22-01 Rev.09/22/16 Page 4 of 8 Small Quantity Hazardous Waste Generator OIR
