Recommendations of the On -Site Wastewater Treatment Systems <br />Nitrogen Reduction Technology Expert Review Panel February 2014 <br />1 Expert Panel Charge and Membership <br />The OWTS Expert Panel was initially convened in January 2012 under the Protocol for the <br />Development, Review, and Approval of Loading and Effectiveness Estimates for Nutrient and <br />Sediment Controls in the Chesapeake Bay Watershed Model. Table 1-1 lists the members of the <br />OWTS Expert Panel. <br />Table 1-1. The practices must currently be in use or have the potential of use in the <br />Chesapeake Bay watershed. The primary objective of the OWTS Expert Panel was to review <br />documentation and provide concise definitions and percent reductions for nitrogen load <br />reduction practices. The OWTS Expert Panel could propose changes to the method of modeling <br />to the CBPO. <br />The OWTS Expert Panel was specifically requested to provide a definition for each treatment <br />practice and the qualifying conditions under which credits can be received. Beyond this specific <br />charge, the panel was asked to: <br />• Recommend whether to establish interim removal treatment rates prior to the conclusion <br />of the panel for watershed implementation plan (WIP) planning purposes. <br />• Recommend procedures for reporting, tracking, and verifying the recommended retrofit <br />credits. <br />OTETRA TECMINC <br />14 <br />
