This bath becomes waste when spent and is discharged through the waste water treatment <br /> system on-site. A sample of the spent wastewater in bath#8 was taken by the facility on September 23,2020 to test the <br /> waste at the point of generation. Fluoride was found at 1790 mg/L which exceeds the regulatory limit of 180 mg/L. <br /> Cadmium was found at 2.06 mg/L which exceeds the regulatory limit of 1.0 mg/L. The waste water treatment system only <br /> adjusts pH and does not remove the fluoride or cadmium to bring the levels below the regulatory limit. Dilution is not an <br /> approved treatment process. <br /> REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations (CCR)section 67450.11(a)(2) <br /> (2)Aqueous wastes containing metals listed in section 66261.24(a)(2)and/or fluoride salts may be treated by the following <br /> technologies: <br /> (A)pH adjustment or neutralization. <br /> (B)Precipitation or crystallization. <br /> (C) Phase separation by filtration, centrifugation or gravity settling. <br /> (D) Ion exchange. <br /> (E) Reverse osmosis. <br /> (F)Metallic replacement. <br /> (G) Plating the metal onto an electrode. <br /> (H) Electrodialysis. <br /> (1) Electrowinning or electrolytic recovery. <br /> (J)Chemical stabilization using silicates and/or cementitious types of reactions. <br /> (K) Evaporation. <br /> (L)Adsorption. <br /> CORRECTIVE ACTION: Immediately cease discharge of tank#8 waste water through the treatment system. Dispose of <br /> this wastewater as RCRA hazardous waste until the facility can demonstrate that the treatment system has been updated <br /> to use one of the above technologies to bring the cadmium and fluoride levels below the regulatory limit in Title 22 CCR <br /> 66261.24(a)(2).
