S0 JOA U 1 Environmental Health Department <br /> u ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> WEST COAST AUTO REPAIR 540 N GRANT ST, STOCKTON July 19, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 302 CCR 66262.34(d)(2) Failed to maintain required emergency equipment. <br /> OBSERVATION: One fire extinguisher found near the entrance of the shop was observed discharged and not <br /> functional. <br /> REGULATION: All facilities shall be equipped with an internal communication or alarm system, a device capable of <br /> calling outside emergency help, spill control equipment, and decontamination equipment at all times. <br /> CORRECTIVE ACTION: Please properly dispose or recharge fire extinguisher and provide statement and/or <br /> documentation on what action was taken to EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by SEPTEMBER 1st. <br /> Inspector provided: hazardous waste label, minimum requirements hazardous waste labeling sheets, household <br /> hazardous waste brochure, contingency plan form <br /> Waste streams observed: used antifreeze, used oil, used oil filters, soiled rags <br /> Note: <br /> The following items were corrected on site during the inspection: <br /> Item 1: No modified contingency plan and no emergency coordinator. <br /> OBSERVATIONS: The facility did not have a modified contingency plan or an emergency coordinator. The <br /> operator filled out and posted the provided form. <br /> REGULATION: There must be at least one emergency coordinator on site or on call to coordinate emergency <br /> response measures, and the following information must be posted by a phone: the name and phone number of <br /> the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and <br /> the phone number of the fire department, unless the facility has a direct alarm. <br /> Item 2: Failed to properly label a hazardous waste container. <br /> OBSERVATIONS: One blue approximately 10 gallon used oil collector was missing a hazardous waste label. <br /> The operator filled out a label and placed it on the used oil collector. <br /> REGULATION: All hazardous waste containers shall be marked with the following information: <br /> FA0025407 PR0544703 SCO01 07/19/2019 <br /> EHD 22-01 Rev.9/20/2019 Page 5 of 6 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
