S 11�1 N J OAQ I I N Environmental Health Department <br /> COUNTY— AMENDED <br /> 9/24/2019 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HECTOR REYNOSO MOBILE SERVICE 1 1055 S Stockton St, Stockton September 19, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br /> In the back storage area: <br /> -One blue 55 gallon poly drum containing diesel waste (1/2 full)was missing a hazardous waste label. <br /> -One white 55 gallon poly drum containing diesel waste(full)was missing a hazardous waste label. <br /> -One white 55 gallon poly drum containing used oil (1/5 full)was missing a hazardous waste label. <br /> -Four black 20 gallon metal drums containing used oil (full)were missing hazardous waste labels. <br /> -One truck oil pan containing used oil (1/4 full)was missing a hazardous waste label. <br /> -Two black 10 gallon drain pans containing diesel waste (full)were missing hazardous waste labels. <br /> In the wash bay, one 10 gallon drain pain containing used antifreeze waste (full)was missing a hazardous waste <br /> label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 24, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br /> appointment, please call (209)468-3420. <br /> The inspection report was emailed to Hector Reynoso, Owner, at<hectorreynoso58@yahoo.com>. <br /> Waste streams found: Used oil, used antifreeze, oil filters, ash waste, oily rags/absorbent <br /> NOTES: <br /> Hector Reynoso combines his hazardous waste with Alexander's Diesel Repair, another business at the same <br /> address. The waste is managed under the state ID number assigned to Alexander's Diesel Repair, <br /> CAL000428292.
