The following is an itemized list of hazardous waste violations that have not been <br /> addressed for HECTOR REYNOSO MOBILE SERVICE as of November20 , 2019 . <br /> Open violations from September 19 , 2019 inspection <br /> Violation #301 - Facility not maintained to minimize the release of a hazardous waste . <br /> OBSERVATION: The wash bay area on the west side of the facility was covered with heavy oily staining . <br /> REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire , explosion , or any unplanned sudden or non -sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil , or surface water which could threaten human health or the environment <br /> CORRECTIVE ACTION : Immediately clean all saturated oil spots . Manage the waste according to Title 22 <br /> California Code of Regulations for hazardous waste . Submit a statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up <br /> waste . <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date) : <br /> ❑ Supporting documents included <br /> E Describe actions taken or will be taken to correct violation : <br /> z <br /> Violation #601 - Stored hazardous waste onsite greater than 180 days . <br /> OBSERVATIOR The following hazardous waste containers were found on -site missing an accumulation start date : <br /> In the back storage area : <br /> -One blue 55 gallon poly drum containing diesel waste ( 1 /2 full) <br /> -One white 55 gallon poly drum containing diesel waste (full ) <br /> -One white 55 gallon poly drum containing used oil ( 1 /5 full) <br /> - Four black 20 gallon metal drums containing used oil (full ) <br /> -One truck oil pan containing used oil ( 1 /4 full) <br /> -Two black 10 gallon drain pans containing diesel waste (full ) <br /> In the wash bay , one 10 gallon drain pain containing used antifreeze waste (full ) <br /> REGULATION GUIDANCE: <br /> Agenerator of less than 1 , 000 kilograms of hazardous waste in any calendar month who accumulates hazardous <br /> waste onsite for 180 days or less , or 270 days or less if the generator transports the generator' s own waste , or <br /> offers the generator' s waste for transportation , over a distance of 200 miles or more , for offsite treatment, storage , <br /> or disposal , is not a storage facility if all of the following apply: <br /> ( 1 ) The quantity of hazardous waste accumulated onsite never exceeds 6 , 000 kilograms. <br /> (2 ) The generator complies with the requirements of 40 Code of Federal Regulations section 262 . 34 (d ) , ( e) and (f) . <br /> ( 3) The generator does not hold acutely hazardous waste or extremely hazardous waste in an amount greater than <br /> one kilogram for more than 90 days . <br /> CORRECTIVE ACTION : Immediately dispose of the hazardous waste stored on site greater than 180 days in <br /> compliance with Title 22 California Code of Regulations . Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department ( EHD) within 30 days . <br />
