SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i y 1 Iii <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> GOLD COAST LIFT TRUCKS INC 335 E WETMORE ST, MANTECA September 03, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: The following were observed in the hazardous waste storage area: <br /> -Secondary containment for used oil and waste antifreeze observed with approximately 2 inches of oil accumulating <br /> inside. <br /> -Secondary containment for used oil and used oil metal filters observed with approximately 2 inches of oil <br /> accumulating inside. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the two secondary containment for the used oil,waste antifreeze and used metal oil <br /> filters into proper working order by repair, replacement or testing. Provide a corrective action statement to the San <br /> Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 304 CCR 66262.34(4)(2) Failed to maintain adequate aisle space for unobstructed response to emergencies. <br /> OBSERVATION: The following area does not have adequate aisle space: The hazardous waste storage area for <br /> waste antifreeze and used metal oil filters were obstructed by propane tanks and other miscellaneous containers. <br /> REGULATION GUIDANCE: The owner or operator shall maintain aisle space to allow the unobstructed movement <br /> of personnel,fire protection equipment, spill control equipment, and decontamination equipment to any area of <br /> facility operation in an emergency, unless it can be demonstrated to the Department that aisle space is not needed <br /> for any of these purposes. <br /> CORRECTIVE ACTION: Immediately maintain aisle space to allow the unobstructed movement of personnel,fire <br /> protection, spill control equipment, and decontamination equipment to any area of facility operation in an <br /> emergency.
