PUBLIC HEALTH SERVI(!Es
a,.-V Y .61iOtli1'IE:. T L HEAia-AA DI-VISION N• - M '.
Karen Furst, INI.D., M.P.H., Health Officer c _
304 East Weber Avenue, Third Floor ° Stockton, CA 75202 a`«oar
209%468-3420
February 8, 1999 Q
William W. Huang
Carter Road Egg Ranch
P.O. Box 576322
Modesto, Ca 95355
RE: Carter Road Egg Ranch located at 30636 E. Carter Road.
On February 2, 1999 I conducted a complaint inspection at the above referenced facility. The
allegations were that a composting operation was being operated at the facility. Eric Trevena, of
PHS-EHD, was also present at the inspection. There are several issues that need to be addressed
in regards to the composting operation.
1. The facility is composting its manure. The operation adds green waste to manure in order to
compost the manure. The facility accepts green waste from several sources and would not
qualify for an exemption under Title 14. Title 14 CCR section 17857 indicates a facility with
up to 1000 cubic yards would be placed under the Enforcement Agency Notification
requirements. This facility is at the 1000 cubic yard cut-off point. If the facility continues to
grow. The facility will be required to obtain a Registration Permit. The section listed above
indicates that a facility with 1,000-10,000 cubic yards of feed stock and active compost would
be place in the Registration Permit Z ler. The requirements for both tiers (Title 14 CCR section
18103-18104.9) are provided with this letter. You are directed to comply with the notification
requirements within 30 days of receipt of this letter or discontinue the operation and remove
all manure and green waste from compost area. Provide a letter stating that the facility will
not be used for composting.
2. The facility is placing whole dead chicken carcasses in the active compost. This is a violation
of Title 14 CCR section 17867(a) 1. Discontinue this practice at once.
3. The run-off from the compost operation is being collected at the east end of the composting
windrow. The liquid is then discharged to the surface of the ground. Discontinue at once. You
are directed to pipe the wastewater to the manure pond.
If you have any questions in regards to this matter please contact me at(209) 468-0332
Karen Furst, M.D., M.P.H.
Health Officer
_2r V__-'
Robert McClellon, Sr. R.E.H.S.
Environmental Health Division
Enclosures:
