Cal/EPA '
December` 27, 1996
Department of Mr. Stanley Herzstein, Sr. Pete Wilson
Toxic Substances 1170 Sacramento Street, Penthouse B Governor
Control San Francisco, California 94108
James M. Strock
400 P Street, SOIL VAPOR EXTRACTION IS NOT REQUIRED FOR THE PROPERTY Secretary for
4th Floor Environmental
P.O. Box 806 LOCATED AT 104 E. TURNER ROAD, LODI, CALIFORNIA Protection
Sacramento, CA
95812-0806 Dear Mr. Herzstein:
The Department of Toxic Substances Control (DTSC)
has determined that soil remediation using the vapor
extraction system is not required for the property
located at 104 E. Turner Road, Lodi, California (Site) .
Based on the December 5 , 1996 report on "Soil Gas
Survey" submitted by PES Environmental Inc . , rationales
for DTSC' s determination are discussed as follows :
1 . The chemical compound trichloroethene (TCE) was
detected in the soil gas samples collected during
the November 12 , 1996 soil gas sampling at the
Site . The levels of TCE detected ranged from 1 . 6
to 13 . 8 microgram per liter (ug/1) in soils at a
depth of 10 feet . One sample was collected from
the 20 foot depth which contained a TCE value of
1 . 7 ug/l . Tetrachloroethene (PCE) was not
detected. The results indicate that the Site may
not be a source for the PCE and/or TCE found in
soil and groundwater in the City of Lodi .
Elevated levels of PCE and TCE were detected in
the properties located upgradient of the Site,
which may have contributed to the TCE detected in
soil beneath the Site;
2 . The levels of TCE detected at the Site are below
the preliminary soil gas cleanup levels (15 ug/1)
established for shallow soils in Lodi . Therefore,
soil remediation is not necessary at the Site .
If you have any questions, please contact me at
(916) 323-3372 or Mr. Jerry Marcotte at (916) 322-9224 .
Sincerely,
e5-414i
7---
Jean Young
Hazardous Substances Engineer
Site Mitigation Program
Pr,nrod on R-IKW P^—
