Vine Street <br /> Lodi, California 95240 <br /> PRELIMINARY ENDANGERMENT ASSESSMENT, PROPOSED LOCKEFORD <br /> ELEMENTARY SCHOOL EXPANSION, 19555 NORTH TULLY ROAD, LOCKEFORD, <br /> SAN JOAQUIN COUNTY (SITE CODE 104292) <br /> Dear Ms. Ryan: <br /> The Department of Toxic Substances Control (DTSC) reviewed the revised <br /> Preliminary Endangerment Assessment (PEA), prepared by URS Corporation, <br /> dated June 20, 2003 and received June 23, 2003, for the subject site. The revised <br /> PEA addresses DTSC's comments to the Draft PEA, issued May 30, 2003, and <br /> presents data collected during PEA investigation activities and conclusions based <br /> on a human health-based risk screening evaluation for the site. <br /> The site comprises approximately three acres of land actively used as a commercial <br /> truck terminal that transports gravel, asphalt, concrete and brick. Site history includes a <br /> railroad right-of-way (until the late 1980s), a grain warehouse (from 1898 to the 1930s), <br /> and a brick and furniture making facility (from the 1930s to the 1970s). The PEA <br /> investigation including sampling for petroleum hydrocarbons, semi-volatile organic <br /> compounds, volatile organic compounds, polycyclic aromatic hydrocarbons, <br /> polychlorinated biphenyls, pesticides and heavy metals. The PEA recommends that <br /> soil impacted by total petroleum hydrocarbons (TPH) greater than 1,200 mg/kg be <br /> removed from the site and disposed in accordance with all applicable waste-disposal <br /> regulations for aesthetic purposes, and concludes that "No Further Action" is required. <br /> DTSC hereby concurs with the adequacy of the PEA Report, pending review of public <br /> comment, and with the recommendation to remove TPH-impacted soil, as outlined in <br /> the attached comment. <br /> The energy challenge facing California is real.
