DEPARTMENT OF TOXIC SUBSTANCES CONTROL
PEA Comments
for the
Lockeford Elementary School Expansion Site
GENERAL COMMENT
DTSC concurs with the recommendation for removal of TPH-impacted soil on the site,
particularly, in the vicinity of PEA samples SG-14 and SG-20. Maximum TPH sample
results for these areas are 3,760 mg/kg and 2,850 mg/kg, respectively.
While DTSC recognizes the elevated levels of TPH do not drive a significant health risk
and do not present a fate and transport concern, based on guidance provided by the
DTSC TPH Working Group, DTSC concurs that TPH removal is warranted based on
aesthetic criteria (ie, visual contamination, odor). TPH-impacted soil should be
removed to eliminate the visual contamination that might be encountered during site
development. By removing this impacted soil, it is less likely to generate concerns from
workers, staff, students, and community members
Removal of the TPH-impacted soil is recommended as part of the construction phase of
the project. All soil containing greater than 1,200 mg/kg of TPH should be removed
from the site and disposed off-site pursuant to all applicable waste-disposal regulations.
DTSC COMMENTS ON LOCKEFORD ELEMENTARY SCHOOL EXPANSION
LODI UNIFIED SCHOOL DISTRICT
PEA FOR PUBLIC REVIEW
