ARCADIS <br /> 1.0 INTRODUCTION <br /> This document presents a Preliminary Endangerment Assessment (PEA) Work Plan for <br /> the Gordon Research Company property located at 1085 South Union Road in Manteca, <br /> San Joaquin County, California ("the Site"; Figures 1 and 2). This PEA Work Plan <br /> was prepared by ARCADIS U.S., Inc. (ARCADIS) for the California Environmental <br /> Protection Agency (Cal/EPA) Department of Toxic Substances Control (DTSC). <br /> The DTSC is the lead agency for the site investigation and will review and approve all <br /> documents. ARCADIS has been retained by the DTSC to complete the PEA for the <br /> site. To accomplish this, ARCADIS has produced this Work Plan, which includes a <br /> Sampling and Analysis Plan(SAP), Quality Assurance Project Plan(QAPP), and <br /> Health and Safety Plan(HASP). Pending DTSC approval, ARCADIS will implement the <br /> Work Plan and produce the PEA report. <br /> The purpose of this Work Plan is to provide guidelines for the above-mentioned field <br /> sampling activities and laboratory analysis. The SAP has been prepared in accordance <br /> with DTSC Contract Agreement No. 09-T9057. The objective of this investigation is to <br /> either find the Site requires no further action or determine that further action is required. <br /> Field activities are scheduled for Wednesday, June 23 and Thursday, June 24, 2010. <br /> ARCADIS, a subcontractor to the DTSC, will be conducting the fieldwork. <br /> This PEA Work Plan has been developed based on previous investigation activities <br /> conducted at the Site and available information on past site operations. The following <br /> documents prepared for the Site were reviewed and used in the preparation of this PEA <br /> Work Plan: <br /> • "Imminent and Substantial Endangerment Determination and Order, Gordon <br /> Research Company Site, 1085 South Union Road, Manteca, California, Docket <br /> No.: I&SED 07/08-005," issued by the DTSC, dated November 28, 2007 ("the <br /> order"; DTSC 2007). <br /> • "Chemical Identification and Disposal Plan, Gordon Property, Manteca, <br /> California," prepared by Nichols Consulting Engineers and Clean Harbors, dated <br /> April 1, 2008 (Nichols and Clean Harbors 2008). <br /> • "Notice of Final Determination of Non-Compliance, Imminent and Substantial <br /> Endangerment Order I&SED 07/08-005, Gordon Research Company Site, 1085 <br /> South Union Road, Manteca, California," issued by the DTSC, dated July 6, 2009 <br /> ("the non-compliance order"; DTSC 2009). <br /> • "Completion Report, Chemical Identification and Disposal Plan, Gordon Property, <br /> Manteca, California," prepared by Nichols Consulting Engineers (Nichols), dated <br /> January 26, 2009. <br /> wp-PEA-Gordon-Jul IO-RV009808.doc: Page t <br />
